Latest EHS Regulations Updates Assist Companies to Achieve EHS Compliance
VANCOUVER, British Columbia, July 30, 2019 /PRNewswire-PRWeb/ -- Specialty Technical Publishers (STP) and Specialty Technical Consultants (STC) announce the availability of the newly updated International Audit Protocol Consortium (IAPC) EHS audit protocol for Italy. Leading companies around the world use IAPC EHS audit protocols to understand the scope of their EHS regulatory obligations and rapidly collect, share, archive, and export audit findings in a cost effective manner. IAPC EHS audit protocols are now prepared by STC in partnership with STP and continue to focus on those national (plus, in some cases, regional or provincial) EHS requirements that have site-specific application for manufacturing operations. Highlights of selected legislation covered in the newly developed protocol include:
-- "Legislative Decree no. 183 of 15 November 2017, Transposition of
Directive (EU) 2015/2193 of the European Parliament and of the Council
of 25 November 2015 (pursuant to Article 17 of the Law no. 170 of 12
August 2016)" introduces provisions for medium combustion plants. This
Decree provides requirements for the limitation of emissions of certain
pollutants into the atmosphere from medium combustion plants, as well as
for the reorganization of the regulatory framework of establishments
that produce emissions into the atmosphere.
-- "Presidential Decree No. 146 of 16 November 2018, Regulation of
transposition of EU Regulation No. 517/2014 on Fluorinated Greenhouse
Gases that repeals EC Regulation No. 842/2006" introduces the obligation
for companies performing installation, repair, maintenance and
dismantling of stationary refrigeration equipment, air conditioning,
stationary heat pumps and fire protection equipment containing
fluorinated greenhouse gases to enroll in the National Electronic
Register and be in possess of a certificate issued by a Certification
Body as well as to keep any data related to these operations into a
dedicated the database ('Banca dati') on fluorinated greenhouse gases
and equipment containing fluorinated greenhouse gases.
-- "Law No. 12 of 11 February 2019 Converting into law Decree No. 135 of 14
December 2018 "Urgent Provisions to Support and Simplify Administrative
Burdens for the Public Administration" abolishes the SISTRI system
(Sistema Informatico di Controllo della Tracciabilita dei Rifiuti)
(Waste Tracking Information System), an electronic waste tracking
information system aimed at centralizing the monitoring of all phases of
waste management in Italy. As a consequence, the requirements relating
to paper waste record keeping obligations (waste manifests, waste
registers and Unified Declaration Forms "MUD") apply to facilities that
were registered with the SISTRI system until 31 December 2018 as well as
to those facilities that were not required to meet the SISTRI
obligations. The provisions that currently apply to waste tracking
(paper traceability system) are those entailed in art. 188bis, 190, 193
of "Legislative Decree n. 152 of 3 April 2006." These will be eventually
repealed by a new set of rules which will create and implement the
National Electronic Register.
-- "Regulation (EU) 2017/852 of the European Parliament and of the Council
of 17 May 2017 on mercury, and repealing Regulation (EC) No 1102/2008
(Regulation (EU) 2017/852, OJ L 137/1, 24 May 2017), 17 May 2017" sets
forth requirements for the temporary storage and disposal of mercury
waste. Requirements related to operators of chlor-alkali manufacturing
processes, the cleaning of natural gas, non-ferrous mining and smelting
operations and extraction from cinnabar ore as industry specific are not
covered in this protocol.
-- "Legislative Decree No. 152 of 3 April 2006, Legislation on
Environmental Issues, as amended through Legislative Decree No. 104 of
16 June 2017, as amended through 30 December 2018" changes requirements
for recording of emissions. Affected combustion plants will need to
change the way they record air emissions measurements as of 2025 (medium
combustion plants) and 2030 (combustion plants with a nominal thermal
power equal to or less than 5 MW).
-- "Decree No. 195 of 3 November 2017" defines the Charter of Rights and
the duties of students alternating between school and work for the
purpose of giving students an opportunity to learn profession, work and
research, useful to achieve and integrate curricular skills, in order to
motivate them and direct them to conscious choices, in the perspective
of the continuation of studies or entry into the work world.
Furthermore, the Decree establishes special provisions for students'
health and safety.
-- "Decree of the Minister of Public Health No. 33 of 22 January 2018"
defines the measures and the requirements for plant protection products
in order to avoid dangerous handling operations and guarantee a safe use
by non-professional users, with particular regard to the person of the
user himself and those who can come into contact, directly or
indirectly, with these products being handled or used as well as during
home storage. The Decree also defines certain requirements for the trade
and sale of the aforementioned products.
