Latest EHS Regulations Updates Assist Companies to Achieve EHS Compliance
VANCOUVER, British Columbia, Nov. 26, 2019 /PRNewswire-PRWeb/ -- Specialty Technical Publishers (STP) and Specialty Technical Consultants (STC) announce the availability of the newly updated International Audit Protocol Consortium (IAPC) EHS audit protocol for Spain. Leading companies around the world use IAPC EHS audit protocols to understand the scope of their EHS regulatory obligations and rapidly collect, share, archive, and export audit findings in a cost effective manner. IAPC EHS audit protocols are now prepared by STC in partnership with STP and continue to focus on those national (plus, in some cases, regional or provincial) EHS requirements that have site-specific application for manufacturing operations. Highlights of selected legislation covered in the newly developed protocol include:
-- "Royal Decree 1042/2017 of 22 December 2017, on the Limitation of
Emissions into the Atmosphere of Certain Pollutants from Medium-Sized
Combustion Facilities and Updating Annex IV of Law 34/2007 of 15
November" transposes "Directive (EU) 2015/2193" on the limitation of
emissions into the atmosphere of certain pollutants from medium
combustion facilities, and establishes emission limits for sulfur
dioxide, nitrogen oxides, carbon monoxide, and particulates from such
facilities.
-- "Royal Decree 818/2018 of 6 July 2018, on Measures to Reduce National
Emissions of Certain Air Pollutants" transposes "Directive 2016/228 of
the European Parliament and of the Council, of December 14, 2016" on the
reduction of national emissions of certain atmospheric pollutants and
sets objectives for reducing emissions of sulfur dioxide, nitrogen
oxides, non-methane volatile organic compounds, ammonia, and small
particulates. It also regulates the preparation, adoption and
application of a national air pollution control program to meet EU air
quality objectives.
-- "Order TEC / 1171/2018, of 29 October 2018, Regulating the Information,
Control, Monitoring and Evaluation of Large Combustion Facilities"
regulates procedures for control, evaluation, and monitoring of the
objectives of certain atmospheric emissions from large combustion
facilities.
-- "Commission Implementing Regulation (EU) 2018/2066 of 19 December 2018"
on the Monitoring and Reporting of Greenhouse Gas Emissions Pursuant to
"Directive 2003/87/EC of the European Parliament and of the Council and
amending Commission Regulation (EU) No 601/2012" lays down rules for the
monitoring and reporting of greenhouse gas emissions and activity data
pursuant to Directive 2003/87/EC in the trading period of the Union
emissions trading system commencing on 1 January 2021 and subsequent
trading periods. It applies to the monitoring and reporting of
greenhouse gas emissions specified in relation to the activities listed
in "Annex I to Directive 2003/87/EC" and activity data from stationary
installations, from aviation activities and to the monitoring and
reporting of tonne-kilometre data from aviation activities. It applies
to emissions and activity data occurring from 1 January 2021.
-- "Commission Implementing Regulation (EU) 2018/2067 of 19 December 2018
on the Verification of Data and on the Accreditation of Verifiers
Pursuant to Directive 2003/87/EC of the European Parliament and of the
Council" lays down provisions for the verification of reports submitted
pursuant to "Directive 2003/87/EC" and for the accreditation and
supervision of verifiers. It also specifies provisions for the mutual
recognition of verifiers and peer evaluation of national accreditation
bodies pursuant to "Article 15 of Directive 2003/87/EC." This regulation
applies to the verification of greenhouse gas emissions and
tonne-kilometre data occurring from 1 January 2019, and to the
verification of data relevant for the update of ex ante benchmarks and
for the determination of free allocation to installations. The
provisions of "Regulation (EU) No 600/2012" continue to apply to
verification of emissions and, where applicable, activity data occurring
prior to 1 January 2019. "Regulation (EU) 2018/2067" repealed and
replaced "Regulation (EU) No 600/2012" as of 1 January 2019.
-- "Order APM/205/2018, of 22 February 2018, which Establishes the Criteria
to Determine when the Used Processed Oil from the Treatment of Used Oils
for Use as Fuel Ceases to be Waste" establishes the criteria to
determine when used processed oil obtained from the treatment of used
oils for use as fuel ceases to be waste according to "Law 22/2011."
-- "Royal Regulation (EU) 2017/852 of the European Parliament and of the
Council of 17 May 2017 on Mercury, and repealing Regulation (EC) No
1102/2008" sets forth requirements for the temporary storage and
disposal of mercury waste. Requirements related to operators of
chlor-alkali manufacturing processes, the cleaning of natural gas,
non-ferrous mining and smelting operations, and extraction from cinnabar
ore as industry specific are not covered in this protocol.
